Download the most recent version of Acrobat Reader using the link below. If that is not the problem sometimes PDF files can have trouble opening inside of Microsoft Internet Explorer. Go to your START button and open Acrobat Reader, under the EDIT menu choose PREFERENCES, click on INTERNET, uncheck the box for "Display PDF in Browser". This will allow Acrobat Reader to open files outside of Internet Explorer. Try your download again.
